The spinning Globe means its talking to Apples Servers via the World wide web or WWW… key word there is “World”. As a last resort, it is reaching out to the “Mothership” (Apple) and attempting boot from there. And when i chose recovery mode it stuck at spinning globe logo. Reinstall macOS.

After intalling windows there was a problem and i itried to restore my mac. Vibhor is correct, it cannot find your OS and boot to it… it also cannot find the recovery volume and boot from it either.
